Rule 151
Bidder's Choice

(1) If the quality and cost method is adopted to select the proposal, the evaluation committee shall evaluate the technical and economic proposal as follows and select the successful bidder:-
(a) Multiplying the amount of the technical proposal of the bidder to be evaluated by the amount allocated for the technical proposal and dividing the product by one hundred, the quotient of the result will be the net amount of the technical proposal.
(b) From the evaluation of the technical proposal, the lowest service fee amount is multiplied by the amount allocated for the financial proposal. (c) In the joint evaluation of the technical proposal and the financial proposal, the proposal with the highest bid should be selected. Example: (1) The total number of votes allocated to the technical proposal ≠ 80 The number of votes obtained by the bidders a, b and c in the technical proposal: - a ≠ 90 b ≠ 85 c ≠ 80 Method of calculating the number of votes in the technical proposal based on the above-mentioned number of votes: -
(2) Amount allocated to the financial proposal ≠ 20 The amount claimed in the financial proposal by the bidders A, B and C who passed the technical proposal:- A ≠ 4,50,000.- B ≠ 4,30,000.- C ≠ 4,20,000.- Therefore, the lowest bid amount is ≠ 4,20000.- Calculating the amount to be received in the financial proposal based on the above mentioned amount

(3) If a fixed budget method is adopted to select the proposal, the evaluation committee shall cancel the proposal whose cost exceeds the budget limit according to clause (c) of sub-section (1) of section 35 of the Procurement Act and the proposal of the bidder who obtains the highest bid in the technical proposal within the budget limit shall be rejected. (4) If the lowest cost method is adopted to select the proposal, the evaluation committee shall choose the proposal of the proposal with the lowest cost among the proposers who have obtained the minimum threshold determined to be successful in the technical proposal in accordance with clause (d) of sub-section (1) of section 35 of the Procurement Act. br> (5) If there is a need to negotiate with the selected proposer according to this rule, the local body shall notify such proposer of the date, time and place to come and negotiate.
